[IGSSTATION-6933] ROCK: firmware update

Dear Colleagues,

The USGS restored data collection at the Rocketdyne (ROCK) station.  Missing data from November 1st until the present has been published.  The USGS also upgraded the receiver firmware to 4.7 Oct,18,2016 p2 on Jan 27th.
