[IGSSTATION-6909] GOPE: missing data 2017:002V-003H

Due to logging software error at the on-site computer the data from GOPE 
station from 2017 DOY 002 hour V till 2017 DOY 003 hour H are permanently 
lost. Daily files 0020 and 0030 contain only data from part of day.
