[IGSSTATION-6906] New Zealand's IGS stations firwmare upgrade

Dear all,

The following IGS stations have had their firmware upgraded on 2016-12-20 (Trimble NetR9 fw 5.15) to deal with the leap second introduction coming on 31st of December 2016.

AUCK - Auckland (NZL)
CHTI – Chatham Isalnd (NZL)
DUND – Dunedin (NZL)
MQZG - McQueens Valley (NZL)
SCTB -  Scott Base (ATA)
WARK – Warkworth (NZL)
WGTN – Wellington (NZL)

Updated site logs have been submitted to IGS CB.
