[IGSSTATION-6904] UCAL and SIN1 firmware update

Dear colleagues,

the firmware of DLR's Trimble NetR9 receivers at Singapore (SIN1) and 
Calgary (UCAL) was updated to version 5.15.
The firmware update also resolved the Galileo tracking issues of the 
SIN1 receiver reported in IGSSTATION-6875.
