[IGSSTATION-6870] CHIZ data telemtry issue

Subject: CHIZ: Data telemetry issue
Subject: CHIZ: GNSS data cannot be sent from the receiver to our server 
via ftp push. This is probably because of an issue with the satellite 
transmission.

However the data is strored locally and will be made available on a 
regular basis.

We apologise for the inconvenience.
