[IGSSTATION-6853] INVK receiver replaced and backlog of data posted

The Ashtech Micro-Z receiver at station INVK was experiencing increasing tracking problems since Day 271, 2015. It was replaced on 2016-09-03 (Day 247) with a Trimble Netr9 and the station is now posting data on a regular basis to the IGS archives. The backlog of data since Day 247 has also just been posted.
