[IGSSTATION-6802] GOPE: missing data from DOY 271 hours J-L

Due to an error in the logging software at the on-site computer the hours 
J-L from DOY 2016:271 are permanently lost. The hours I and M contain 
incomplete data. All available data will be sent today (with delay).
