[IGSSTATION-6772] UNB3: firmware upgrade

The University of New Brunswick station UNB3 (a Trimble NetR9) had its firmware upgraded to 5.14 on 16 August 2016.  An updated IGS site log has been sent to the IGS Central Bureau.
