[IGSSTATION-6704] AUCK, CHTI and MQZG: firmware upgraded and full-GNSS enabled

Dear all,

We have upgraded the Trimble NetR9 firmware to 5.10 on the following IGS 
sites:
- AUCK Auckland 50209M001 
- CHTI Chatham Island 50242M001 
- MQZG McQueens Valley 50214M001 

With this firmware upgrade, we have enabled the tracking of BeiDou, QZSS 
and Galileo in addition to GPS and Glonass.

Hourly and daily Rinex 3 files (longname format) are now submitted to IGN 
and CDDIS repositories.

An updated version of the sitelog has been submitted to IGS.

With this bunch of stations, all of the IGS sites within New Zealand are 
now set to track full-GNSS and are providing Rinex2 and Rinex3 files.
