[IGSSTATION-6681] MCIL: Power Outage

Dear Colleagues,

Data of MCIL has been unavailable since 2016-05-04, probably due to power outage caused by lightning strike.

As the station is located on a remote island where a means of transportation is very much limited, 
it is very likely that the station gets repaired around the end of July, though we are trying hard to 
make arrangements to restore the station.

We apologize for the inconvenience this might cause.
