[IGSSTATION-6638] ISTA equipment change

Subject: equipment change at ISTA

Dear colleagues,

the old receiver failed last week on day 125 again at ISTA site.

The necessitative installation of the new equipment is nearly completed.
Hopefully we can activate the receiver today, when all remaining items
are finished.
