[IGSSTATION-6548] TABL, WIDC: receiver firmware upgrade

Dear Colleagues,

Over the weekend, the USGS upgraded the receiver firmware to 5.10 at the Table Mountain (TABL) and the Wide Canyon (WIDC) stations.  The IGS station logs have been updated to reflect the new firmware.  Maintenance and operation of these stations is performed by the USGS.  The RINEX data for Feb 28th will be republished to reflect the new firmware.
