[IGSSTATION-6523] CHIL, SNI1, SPK1, TABL, WLSN - GLONASS disabled

Dear Colleagues,

The USGS has recently disabled GLONASS at their IGS stations due to download problems.  The station list includes the following stations.

CHIL, SNI1, SPK1, TABL, WLSN

When download conditions improve the USGS will re-enable GLONASS.  The IGS site logs have all been updated to reflect these changes.
