[IGSSTATION-6503] RDSD: site log update

Dear Colleagues,

The Santo Domingo IGS station (RDSD) log had an error in the satellite system field for all receiver entries.  This station is not tracking SBAS.  The site log has been corrected to not include SBAS.  There are a few files with SBAS included during the station history, but that is not how the station is intended to be configured and should be considered an error.
