[IGSSTATION-6499] GOP6: missing data and receiver failure

There were many distruptions in receiver's operation at the GOP6 station:
2016:015C-H
2016:016G-018N
2016:019E-020M
2016:021C-H
2016:021T-x
2016:022D-I
2016:022S-025P
and finally the Leica receiver failure at 2016:026G. We manage their 
repair in the Leica representative service. We can't give estimation when 
the station will be up again.
