[IGSSTATION-6399] CHIL, CLAR, CMP9 firmware update

Dear Colleagues,

The USGS upgraded the firmware on the receivers for Chilao (CHIL), Claremont (CLAR), and Fire Camp 9 (CMP9) to 4.5 Dec,29,2014.  The data files for Nov 15 (DOY 319) have been re-submitted to CDDIS and IGN in order to correct the RINEX headers.  Updated site logs have been submitted to the IGSCB.  These stations are maintained and operated by the USGS.
