[IGSSTATION-6314] CPVG : tracking issue

Dear Colleagues,

Data aren't available for CPVG station since 2015-08-31 12h15Z [DOY 243] due to a tracking issue. The storm "Fred" passing to Cape Verde and made a lot of damage. The screw that hold the antenna to the support brokes.
We hope to repair it as soon as possible.
