[IGSSTATION-6294] CNMR possible issue

Dear Colleagues,
  Station CNMR has restarted posting data however we have not been able 
to get any status on possible damage to the antenna and/or movement 
after Typhoon Soudelor.

  Please use the data from CNMR with caution, we will be monitoring 
positiong coordinates to see if we need to stop data flow. Please let me 
know if you feel coordinates have changed.
