[IGSSTATION-6287] MGEX stations added to IGS: MATG, USN8, USN9

Dear Colleagues,

We are pleased to announce the following MGEX stations have been added to the IGS Network.  These three stations only produce RINEX 3.  For now the RINEX 3 files can be found in the existing MGEX directories.

Back in November 2014 the antenna mount for USN3/USN4/USN5 was raised 1.5m.  At that time USN3 was renamed to USN7.  USN4/USN5 should have also been renamed at the same time since all three share the same antenna.  The replacement station names for USN4/USN5 are USN8/USN9.
