[IGSSTATION-6285] GOP7: exchange of receiver

Due to request of Japan Aerospace Agency (JAXA) which maintains MultiGNSS 
Monitoring Network the Javad DELTA GT3 recevier at the GOP7 station was 
replaced by the Trimble NetR9 receiver on 2015-08-21 between 08:30 and 
08:45 UT. Updated site log was sent to IGS CB for verification.
