[IGSSTATION-6259] MGEX stations added to IGS: PTVL, SAMO

Dear Colleagues,

We are pleased to announce the following MGEX stations have been added to the IGS Network.  These two stations only produce RINEX 3.  For now the RINEX 3 files can be found in the existing MGEX directories.
