[IGSSTATION-6257] VNDP: new antenna, firmware update, new metpack

Dear Colleagues,

On July 27th the failed choke ring antenna was replaced at the Vandenberg (VNDP) IGS station.  While on site the NETR9 firmware was upgraded to version 5.01.  The wind sensor of the metpack had failed so the it was replaced as well.  An updated site log has been submitted to the IGSCB.
