[IGSSTATION-6221] NIST Receiver: Change in Ref. Delay since MJD 57206

Dear Colleagues,
Starting  MJD 57206 please be aware that there is a ~6 ns change in the 
REF DLY for NIST receiver.
The CGGTTS files will reflect this new REF DLY as soon as we have a 
better estimate.
