[IGSSTATION-6157] KHAR: firmware change

Dear colleagues,

On 06-APR-2015 12:37 UTC the NOV OEMV3 receiver firmware on the station KHAR (Kharkiv, Ukraine) was changed from version 3.701 to version 3.906.

An updated sitelog has been submitted to IGS CB. Also the moment of the antenna reinstallation was added.
