[IGSSTATION-6098] FRDN: Back-up Power System Failure

Dear Colleagues,

Station FRDN experienced a failure with its back-up power system on Friday, February 13, 2015 at ~13ut.  The site was shut down until replacement equipment is installed.  We expect to have the site operational by the end of this week.
