[IGSSTATION-5985] IISC: back online

Dear Colleagues,

The Bangalore, India (IISC) IGS station recently had a computer failure,
causing data outage from 2014-08-30 to 2014-10-08. The hardware has been replaced and
data publication is back on.

Maintenance and operations of the IISC station is a collaborative effort
supported by JPL, UNAVCO, and the CSIR center for Mathematical modeling
and Computer Simulation in Bangalore with funding provided by NASA's
Earth Surface and Interior Focus Area - Science Mission Directorate.
