[IGSSTATION-5921] HOLB: site problems update

Further to IGSSTATION-5894, it has been discovered that a lightning strike likely affected the GPS infrastructure and initial tests suggest damage to the receiver. I'm therefore certain that there will be no data recovery after August 3 (2014-215). A site visit will be scheduled in the next two weeks to undertake necessary repairs.
