[IGSSTATION-5914] QIKI receiver serial number corrected in RINEX files

The RINEX headers for QIKI were not updated for the serial number of the new new receiver installed on Day 219 (2014-08-07). The daily RINEX files have now been corrected and reposted to the IGS data archives.
