[IGSSTATION-5902] UNBS: MGEX Station Receiver Decommissioned

The UNBS Septentrio receiver was decommissioned on 7 August 2014. It is being repurposed for use in UNB's Canadian High Arctic Ionospheric Network. An updated log file has been submitted to IGS. MGEX stations UNBD and UNB3 remain in operation as does long-term IGS station UNBJ. Stations UNBN and UNBT are also unaffected.
