[IGSSTATION-5857] WES2 new receiver

Dear Colleagues,
 A new receiver (SEPT POLARX4TR) was installed at WES2 on June 25. Data
from June 25th to present will start posting shortly. The Maser is
currently not connected.

 An offset in the coordinates of WES2 is anticipated when the antenna
was replaced 2014-06-24T14:00Z as the site does not have a
force-centering device. Every effort was made to ensure that the antenna
was returned to the same position.
