[IGSSTATION-5726] FALE (Samoa) back online

Dear Colleagues,

the station FALE (Faleolo, Samoa) is now back online.

On March 4, 2014 at 23:50 UTC the GPS receiver was changed.

Data from doy 049/2013 to doy 134/2013 have been recovered and uploaded to 
CDDIS and IGN repositories. 
Unfortunately, due to an extended power outage, remaining data for 2013 
are lost.

An updated site log has been submitted to IGS.
