[IGSSTATION-5647] SYOG: Antenna/receiver change and data submission from DOY 358

Dear Colleagues,

The antenna and receiver was replaced on December 23, 2013.
The updated site log has been submitted to the IGS CB.

The daily data from doy=358 have been submitted.
From doy=358, the data includes not only GPS but also GLONASS.
