[IGSSTATION-5632] station NIST timing signal changes

Dear Colleagues,

Due to changes to the timing signal to receiver NIST on December 19, 
21:25:00, the reference signal had a net time step of +23.0 ns.  For 
this reason the last data in file NIST3550.13O end with that record. 
Data resume after this step with the December 20 data file NIST3560.13O
