[IGSSTATION-5591] KGNI: site down (doy 297 - 305) and ext. frequency down until Nov. 15th

Dear Colleagues,

The data of Koganei station in Tokyo Japan (KGNI) has been down during 
DOY 297 - 305 due to power outage related to replacing air conditioning 
system of the whole building. The receiver was restarted on of 9:00UTC 
of November 1st. However, a external frequency standard from hydrogen 
maser is still down. The frequency standard will be available on 
November 15th.
