[IGSSTATION-5585] MGUE and MAL2: new PolaRx4 receivers

Dear all, 

Today we upgraded our two stations MAL2 and MGUE to Septentrio PolaRx4 
receivers. The Leica antennas remain unchanged for both stations. 

Details for MGUE:

Site logs for both stations have been submitted and will duly be available 
on the IGS website. 
Data dissemination will start as soon as the preliminary testing shows 
positive results, expected to be tomorrow or the day after.
