[IGSSTATION-5580] TSKB: receiver change and data submission

Dear Colleagues,

The receiver of the station TSKB is encountering problems since October 15th (DOY 288).
Therefore, we switched the receiver to Trimble NetR9 and submitted the daily data.
The updated site log have been sent to IGS CB.
