[IGSSTATION-5545] KOKB/KOKV/KOKC data outages and updated KOKB log

Dear Colleagues,

We experienced two data outages at our Kokee Park, Hawaii 
(KOKB/KOKV/KOKC) station due to a faulty station computer. The computer 
was replaced and data collection has resumed.
The outages occured on the following days:

KOKB data outages are from 2013-07-28T03:15Z - 2013-08-07T15:05Z, and from 2013-08-08T05:00Z - 2013-09-09T20:00Z.
KOKV data outages are from 2013-07-28T03:15Z - 2013-08-07T17:50Z, and from 2013-08-08T05:15Z - 2013-09-10T20:49Z.
KOKC data outages are from 2013-07-28T03:00Z - 2013-08-07T18:00Z, and from 2013-08-08T05:00Z - 2013-09-09T22:56Z.

In addition the KOKB receiver was running on its internal frequency 
between 2013-09-09 and 2013-09-18.
An updated site log for KOKB was submitted to IGSCB.

Sorry for any inconvenience these data outages and internal clock issue 
may have caused.

Maintenance and operations of the KOKB station is a collaborative effort 
supported by JPL, UNAVCO, and the Kokee Park Geophysical Observatory 
with funding provided by NASA's Earth Surface and Interior Focus Area - 
Science Mission Directorate.
