[IGSSTATION-5501] IQAL: Receiver Switched to Internal Oscillator

Dear Colleagues,

The receiver at NRCan Station IQAL has been switched to track on its internal oscillator.

Data between doy 229 at ~22:45ut to doy 231 at ~14:15ut is missing due to a hardware failure of the external oscillator.

An up-to-date Site Log has been sent to IGSCB.

We apologize for any inconvenience this may have caused.
