[IGSSTATION-5472] Changed position of meteo sensor at station NVSK

Hello everybody.

At DOY 185, from 03:30 to 05:10 UTC we move meteo sensor at new place, meteo data for this time interval are lost.
RINEX header of meteo data files are changed, new sensor coordinates added.
Sensor and other meteorological hardware is not changed.
