[IGSSTATION-5441] Receiver firmware updates at SNI1, TABL, WLSN, WHC1

The USGS recently updated the receiver firmware at IGS stations SNI1, TABL, WLSN, and WHC1.  The updated site logs have been posted at the IGSCB.
