[IGSSTATION-5436] Re: some receivers misreporting satellite health bits (with firmware version)

Dear Colleagues,
I was hoping that recent changes to PRNs 27 & 30 would improve the situation
with the health bits being reported across the IGS network. Unfortunately,
things have not gotten better; they may have gotten worse. For example, see
the table below summarizing the health bits from a global brdc file over
the past 3 days:
