[IGSSTATION-5417] SEY1: data gap announcement and new receiver installation

Dear Colleagues,

The Mahe Island, Seychelles (SEY1) IGS station has been repaired.
The station suffered a long network outage along with a receiver failure.
The C&W Seychelles fixed the network outage and a new Javad Delta receiver
replaced the failed Ashtech. Unfortunately these events caused a data gap
from 2013-02-06T09:00Z to 2013-05-15T17:36Z.

We apologize for any inconvenience this data gap may have caused.

The updated SEY1 IGS log will be published shortly.

Maintenance and operations of the SEY1 station is a collaborative effort
supported by JPL, UNAVCO, and Seychelles National Oil Company in
collaboration with UCSD-IDA, with funding provided by NASA's Earth
Surface and Interior Focus Area - Science Mission Directorate.
