[IGSSTATION-5411] AMC2 USN3 network connection restored, 9 may 2013

Please be advised that as of today, normal internet connectivity to the sites hosting
AMC2 and USN3 sites has been restored... for the time being. Should there be
further such outages, backup procedures are now in place to better minimize
extended downtime for these important sites, as was recently experienced.

The backlog of data collected from the sites has been posted.
