[IGSSTATION-5395] Re: JOZ2, JOZE: health bits corrected

Dear Colleagues,
At my request, Tomasz has kindly provided the following information about how
the issue was resolved on these two receivers:
> In the case of JOZE (Trimble 4000SSI) receiver, the latest version of teqc (15
> Mar 2013) solved the problem.
