[IGSSTATION-5348] LAE1 status and data archive from 2010 to 2012 uploaded

A new receiver is in the process of being installed at LAE1 after 
equipment failure in doy 121 2012.

The site continues to have significant power outages and internet 
access problems.
19 days of data from December 2010, 272 days from 2011 and 98 days 
from 2012 have been uploaded to CDDIS yesterday courtesy of Bruno 
Garayt at IGN.

An updated sitelog has also been posted
ftp://igscb.jpl.nasa.gov/pub/station/log/lae1_20130313.log

Once the new receiver is installed, a new sitelog will be created.
The antenna setup has been undisturbed since 1997.
