[IGSSTATION-5226] FAA1: upgrade of antenna and receiver

Dear all,
After several months of inactivity of the old equipment, as of 05/12/2012
00:00UTC the station FAA1 is running with a new multi-GNSS Septentrio
PolaRx4 receiver and Leica AR25 antenna.
Data is not yet uploaded to the CDDIS server, but will be within a week or
so when testing has concluded. The new site log faa1_20121218.log will
duly become available on the IGS website.
Details of the new receiver and antenna are as follows.
