[IGSSTATION-5178] YELL: Receiver tracking on external maser

Dear Colleagues,

The receiver at IGS station YELL is now tracking once again with an external maser.  This change was performed at ~2300ut on 2012-11-22.

An up to date station log has been submitted to IGSCB.  Details of the changes are below:

6.13 Standard Type            : INTERNAL
       Input Frequency        : 5 MHZ
       Effective Dates        : 2012-11-20/2012-11-22
       Notes                  :


6.14 Standard Type            : MASER
       Input Frequency        : 5 MHZ
