[IGSSTATION-5141] station NIST will be delayed until Monday, October 22

Subject: station NIST data delayed

Dear Colleagues,

Due to local technical problems, the RINEZX data from station NIST will 
not go out as usual early in the UTC day of Friday October 19 through 
Monday October 22.  All the missing data will be sent either late on 
October 22 or at the usual time, a few minutes UTC day into UTC day 
Tuesday October 23.
