[IGSSTATION-5118] NNOR: receiver and antenna upgrade

Dear all,
As previously notified, on 02/10/2012 both the Ashtech receiver and
antenna at NNOR were replaced with multi-GNSS Septentrios, and the
receiver is now connected to a 10 MHz reference.
Please find the details of the new receiver and antenna below. Take note
that the "Up" Eccentricity has increased.
