[IGSSTATION-5114] RECF: data resubmission

Due to header problems found in the 24 hour data files for station 
RECF(Recife), it has been resubmitted to CDDIS as well as to IGN data 
centers since Day 241. 

Our apologies for any trouble this header problem may have caused.
